LGBTI+s are mentioned as “harmful trends” in the context of 12th Development Plan. On the other side ensuring gender equality is among the development goals of UN Turkey.

In the Twelfth Development Plan, LGBTI+ are mentioned in terms of “harmful trends that negatively affect the family structure, uniformising and desexualising trends”.

“In the section of the Twelfth Development Plan for 2024-2028 entitled ‘Skilled Workforce, Strong Families, Healthy Society’, it says: 'Efforts will be made to maintain healthy generations and reduce the effects of bad habits, addictions and ‘harmful trends’ that negatively affect the family structure, taking into account our national and spiritual values’,” reports T24.

The news article also quotes lawyer Umut Rojda Yıldırım’s comments on the discriminatory statements in the plan: “It is clear what they mean by harmful tendencies, desexualisation and individualization. They will continue to make life miserable for LGBTI+ people with these absurd terms, which will even be included in the constitution.”

On the other side, contrary to the statements in the development plan published by the Presidency of Strategy and Budget and approved in the Official Gazette, the development goals of the United Nations (UN) Turkey are included. UN Turkey states that policies that do not exclude LGBTI+ people, such as gender equality and the elimination of inequality, should be produced for development.
