The partner of the People's Alliance, HÜDA-PAR, has presented an anti-LGBTI+ bill to the Parliament. According to the draft bill, which was obtained by KaosGL.org in February, it is proposed to add the term "biological sex" to the Penal Code. LGBTI+ expressions in public spaces will be penalized, and legal procedures related to gender transition will be made more difficult.
The bill, signed by HÜDA-PAR's General President Zekeriya Yapıcıoğlu, Gaziantep MP Şahzade Demir, Batman MP Serkan Ramanlı, and Mersin MP Faruk Dinç, is titled "Bill on Amendments to the Turkish Penal Code and Certain Other Laws".
LGBTI+ associations have issued a joint statement regarding the anti-LGBTI+ bill. In their statement, the associations said, "We call on all opposition, political parties, lawmakers, civil society, and the public to fight together against this dark provocation by Hezbollah's representative, HÜDAPAR."
The full statement is as follows:
"We will not accept death or malaria, we resist your discriminatory laws!
HÜDAPAR, the political face of Hezbollah in Turkey, which is remembered for its massacres, hogtie, violence, and misogyny, submitted a bill on April 18, 2025, calling for the banning of homosexuality and the imprisonment of those who "propagate" homosexuality. The Sharia-based HÜDAPAR also seeks to ban the marriage of trans people after they undergo identity changes with this same proposal.
We do not even find it necessary to legally assess this regulation, which is harsher than the draft bill that came up in recent weeks, in a Turkey where we cannot talk about law and justice. We know that this regulation, which is in violation of international agreements, the constitution, and laws, has no other purpose than provocation.
We will not allow HÜDAPAR, which would not burn a place more than its own crime, to threaten and instill fear in the lives of millions of LGBTI+ people and their families living in Turkey. We resist both the LGBTI+ hostile law being prepared by the AKP and the bill presented by HÜDAPAR with our dignity and our existence. Against the false oppositions they are trying to create in society, we stand with all our reality and solidarity. We are here, get used to it, we are not going anywhere!
