Kaos GL asked Tamás Dombos from Háttér Support Society for LGBT People, Budapest about the new regulation in Hungarian Penal Code

Kaos GL asked Tamás Dombos fromHáttér Support Society for LGBT People, Budapest  about the new regulation in Hungarian Penal Code

To be entered into force a year later, the new legislation will protect LGBT people from hate crimes based on sexual orientation and gender identity.

“As with any legislation, its merits are in its implementation”

Tamás Dombos made an evalution of the new legislation for kaosgl.org and considered it as “a surprisingly positive turn of events with this new government”

Tamás Dombos’ evalution is as follows:

“It is a surprisingly positive turn of events with this new government that after so many homophobic laws and initiatives they finally gave in to something we have been requesting for many years. As with any legislation, its merits are in its implementation: the previous law, although not perfect, would have also enabled prosecuting LGBTI-phobic incidents as hate crimes, and still it was hardly ever enforced. So, yes, adopting the legislation is an important step, but only a first step, it also has to be implemented. And for that police and other authorities have to know how to deal with such cases, there is a need for clear guidance and training for the police.”

Hungarian society and politics follow a quite interesting yet unstable trajectory for LGBTs

Following the ban on discrimination based on sexual orientation and gender identity in 2003, LGBTs have been attacked on streets almost under police surveillance. Later, same-sex partnerships are approved.

Recently negative attitudes towards LGBTs on the pretext of “family” have appeared, and latest Jobbik’s offer has gone beyond fascism. Now, this change in the Penal Code… Yes, as Tamás Dombos pointed out, we will see the implementations together.
