According to the proposal submitted to the Presidency of the Grand National Assembly of Turkey (TGNA) and started to be discussed; 19 billion liras in 2026 and 21 billion liras in 2027 are planned to be allocated for ‘protecting and strengthening the family’.
The 2025 Central Government Budget Law Proposal was submitted to the Presidency of the Grand National Assembly of Turkey (TBMM) with the signature of President Recep Tayyip Erdoğan. The negotiations on the proposal started on 22 October at the TBMM Plan and Budget Commission. The negotiations will last for approximately 2 months.
In the section of the budget proposal titled ‘Distribution of Central Government Budget Allocations by Programmes’, it is planned to allocate 16 billion to the item ‘protection and strengthening of the family’. According to the proposal, the allocation is expected to be 19 billion in 2026 and 21 billion in 2027.
The appropriation for ‘protection and strengthening of the family’, which was added to the budget proposal for the first time three years ago, was included as 1 billion each in 2021 and 2022, 3 billion in 2023 and 11 billion in 2024.
The appropriation is the same name as the Action Plan of the Ministry of Family and Social Services
In May, the Ministry of Family and Social Services prepared a document titled ‘Vision Document and Action Plan for the Protection and Strengthening of the Family’, which bears the same name as the item in the budget proposal. In the document, LGBTI+ persons were targeted with the expressions ‘harmful movements’ and ‘desexualisation project’. One of the strategic goals of the plan in question was stated as ‘Strengthening the fight against violence, harmful trends and habits that threaten the family’ .
In the context of the strategic goal, it was stated that it was planned to prepare an anti-LGBTI+ strategy document involving all ministries, the Presidency of Religious Affairs and non-governmental organisations. In addition, within the scope of the strategic goal, it was stated that the Ministry would carry out ‘identification and evaluation studies on current risk factors that threaten the family and society’ together with universities.
Another of the studies planned to be carried out within the scope of the Action Plan targeting LGBTI+‘s was stated as ’Documentary/programme studies on the negative effects of harmful trends and habits that threaten families on human nature and rights, family structure and society, especially children, will be carried out, and existing publications will be translated into Turkish ‘.
