LGBTI+'s are targeted in the strategic plan with the phrase "orientations that threaten the institution of family".
The Strategic Plan 2024-2028 of the Ministry of Family and Social Services was prepared in line with the policies and measures envisaged in the 12th Development Plan. The plan analyzes the current situation of the ministry, makes certain determinations, identifies needs and targets. In the strategic plan prepared following the Action Plan for the Protection and Strengthening of the Family announced by the ministry in May, LGBTI+’s were targeted as “orientations that threaten the family institution”.
In its determination and needs analysis on the “Protection and Strengthening of the Family” program, which has been included in budget proposals since 2021, the Ministry stated that “traditional family values” should be protected by informing families in the fields of economics, media, law, education and communication.
In the plan, it was argued that “there are risk factors that threaten the family structure” and that responsibility should be shared among institutions in policies focused on protecting and strengthening the family.
The ministry, using a method called Strengths, Weaknesses, Opportunities and Threats (SWOT) Analysis, claimed that “factors that would disrupt family unity have increased”.
Media also targeted
The media is also targeted in the strategic plan. The plan includes a risk heading titled “media and internet content that pose a threat to national spiritual values, family integrity, family communication and family values”. It was claimed that the level of social awareness on the importance of protecting the family was high. An estimated 385 million TL is expected to be allocated within the scope of the target titled “Enabling and expanding education and counseling services for the family”.
Family Action Plan was also included in the Strategic Plan
In addition, the performance indicators of the Vision Document and Action Plan for the Protection and Strengthening of the Family were included within the scope of the objective titled “To contribute to the maintenance of healthy generations by protecting our national and spiritual values and maintaining a dynamic and young population structure”. According to the plan, all activities to be carried out within the scope of the Vision Document and Action Plan are planned to be completed in 2028. It is estimated that approximately 2 billion 300 million TL will be used within the scope of the target.
According to the Action Plan Monitoring Platform on the website of the Ministry of Family and Social Services, ulusaleylem.gov.tr, there is no data on the Ministry's Family Action Plan.
16 billion allocated for “Protection and Strengthening of the Family” in the 2025 budget proposal
The 2025 budget proposal, which began to be discussed at the Grand National Assembly of Turkey's (GNAT) Plan and Budget Committee on October 22, included an item titled “Protection and Strengthening of the Family”. In the section of the budget proposal titled “Distribution of Central Government Budget Allocations by Programs”, 16 billion was planned to be allocated to the “protection and strengthening of the family” item. According to the proposal, the allocation is expected to be 19 billion in 2026 and 21 billion in 2027. The appropriation for “protection and strengthening of the family”, which was first included in the budget proposal three years ago, was 1 billion each in 2021 and 2022, 3 billion in 2023 and 11 billion in 2024.
